M.Sc. (Technology) from the Banaras Hindu University Worked as a Scientist with the Council of Scientific and Industrial Research, New Delhi.
Member of: Rajya Sabha, from 1966-1977 and Lok Sabha 1977-1980. Was the Editor of the Quarterly Journal "Science in Parliament".
Held prominent offices in the Parliamentary and Organisational wings of Congress Party and later the Janata Party and the Janata Dal.
Was a member of the Executive Council, for several years, of the Institute for Defence Studies and Analyses. Governor of Andhra Pradesh and Tamil Naidu.
Chancellor of Delhi, Punjab, Pondicherry, Assam, North-Eastern Hill and Gandhigram Rural Institute Universities .Chairman of the Jury of the Jawaharlal Nehru Award for International Understanding, Indira Gandhi Prize for Peace, Disarmament and Development, International Gandhi Award for Leprosy, Indira Gandhi Paryavaran Puraskar, Dr. B.R. Ambedkar Award for Social Understanding and Upliftment of Weaker Sections, Dr. Ambedkar International Award for Social Change.
